European directive 2004/42/EC has the objective of limiting total VOC content in specific paints and varnishes, as well as in vehicle refinishing products, therefore lowering the amount of VOC released in the atmosphere. It is supposed that the next revision will include further product groups, but it is not clear when it will be published.
Annex I of this directive specifies what product categories are subject to these limitations, while Annex II specifies the maximum VOC content in paints, varnishes and vehicle refinishing products. These limit values are intended for the ready to use product. The product must show on its label specific information, as detailed in the directive.

Article 4 of Directive 2004/42/EC defines labeling criteria for these products. Therefore, they can be placed on the market only when their labels state:
