The SVHC identification process
On request of the European Commission, a Member State or the ECHA may propose the classification of a substance as substance of very high concern (SVHC). If such classification occurs, the aforementioned substance will be added to the candidate list for its eventual inclusion in Annex XIV. The inclusion of a substance in the candidate list generates legal obligations for companies producing, importing or using such substance as is, in preparations, or in items.
In order to evaluate a substance as possible SVHC, the proposer of such request must prepare a specific dossier. Once the dossier has been submitted, a public consultation takes place. In this way, interested parties can give their feedback concerning the specific SVHC proposal.
Substances subject to these new proposals
The following substances are object of these new proposals:
- reaction mass of 2,2,3,3,5,5,6,6-octafluoro-4-(1,1,1,2,3,3,3-heptafluoropropan-2-yl)morpholine and 2,2,3,3,5,5,6,6-octafluoro-4-(heptafluoropropyl)morpholine (EC 473-390-7); the proposal for advanced by Belgium is based upon the intrinsic properties as vPvB (Article 57e)
- Perfluoroheptanoic acid and its salts; the proposal for this group of substances is based on the various properties of the members of the group, ranging from Toxicity for reproduction (Article 57c) to equivalent level of concern having probable serious effect to human health (Article 57f)
- Melamine (EC 203-615-4); the proposal for this substance, used in polymers, resins and adhesives, is advanced by Germany and based on the probable serious effect to human health and environment (Article 57f)
- Isobutyl 4-hydroxybenzoate (EC 224-208-8); the proposal for this substance, used in coating products, fillers and plasters, is advanced by Denmark and based on its endocrine disrupting properties (Article 57f)
- Bis(2-ethylhexyl) tetrabromophthalate (EC 247-426-5); the proposal for this substance, used used as flame retardant, is advanced by Sweden and centered around its intrinsic properties as vPvB (Article 57e)
- Barium diboron tetraoxide (EC 237-222-4); the proposal for this substance, used used in paints and coatings, is advanced by Sweden and centered around its toxicity for reproduction (Article 57c)
- 4,4'-sulphonyldiphenol (EC 201-250-5); the proposal for this substance, used in the manufacture of paper, is advanced by Belgium and based on its endocrine disrupting properties for human health and environment (Article 57f) and for its toxicity for reproduction (Article 57c)
- 2,2',6,6'-tetrabromo-4,4'-isopropylidenediphenol (TBBPA) (EC 201-236-9); the proposal for this substance, used as flame retardant, is advanced by Norway and centered around its carcinogenic potential (Article 57a)
- 1,1'-[ethane-1,2-diylbisoxy]bis[2,4,6-tribromobenzene] (EC 253-692-3); the proposal for this substance is advanced by Spain and centered around its intrinsic properties as vPvB (Article 57e).
