Publication of EU Regulation 2018/35 amending Restrictions of Annex XVII of REACH
Importance of Restrictions
Restrictions are a tool to protect human health and the environment from unacceptable risks posed by some chemicals. Restrictions, described in Annex XVII of Regulation 1907/2006 (REACH), may limit or ban the manufacture, placing on the market or use of a substance. Restrictions to which substances are potentially subjected have to be reported in Section 15 of the SDS.
What does this new Restriction bring to the table?
The European Commission published a new decision on January 10th 2018, amending REACH Annex XVII through Regulation 2018/35.
This amendment concerns the addition of Restriction 70, specific for octamethylcyclotetrasiloxane (a.k.a. ‘D4’, CAS: 556-67-2, EC: 209-136-7) and decamethylcyclopentasiloxane (a.k.a. ‘D5’, CAS: 541-02-6, EC: 208-764-9).
This Restriction, describing limits in wash-off cosmetic products, states the following:
- Shall not be placed on the market in wash-off cosmetic products in a concentration equal to or greater than 0,1 % by weight of either substance, after 31 January 2020.
- For the purposes of this entry, “wash-off cosmetic products” means cosmetic products as defined in Article 2(1)(a) of Regulation (EC) No 1223/2009 that, under normal conditions of use, are washed off with water after application.
As a result of the entry into force of Regulation 2018/35, Trace One is already working on implementing and providing this newly implemented restriction.
