The importance of restrictions
Restrictions are a tool for protecting human health and the environment from unacceptable risks that come with some hazardous chemical substances. Restrictions, described in Annex XVII of Regulation EC n° 1907/2006 (REACH), can limit or forbid the production, use or placing on the market of a specific substance. Restrictions to which a substance or mixture is subject must be specified in the 15th section of the SDS.
What was changed in Annex XVII according to the new Regulation?
Regulation UE 2019/957 introduces restriction 73, concerning the use of "(3,3,4,4,5,5,6,6,7,7,8,8,8-tridecafluorooctyl) silanetriol or any of its mono-, di- or tri-O-(alkyl) derivatives (TDFAs)" in spray products.
More specifically, "Shall not be placed on the market for supply to the general public after 2 January 2021 individually or in any combination, in a concentration equal to or greater than 2 ppb by weight of the mixtures containing organic solvents, in spray products."
This document has been published in the Official Gazette of the European Union on June 12th 2019, and will come into force on July 2nd 2019. The restriction itself will come into force on January 2nd 2021.
This restriction influences the product labelling, specifying that spray products for which restriction 73 applies and that are placed on the market for professional use shall be marked clearly and indelibly as follows: “for professional users only” and “Fatal if inhaled” with the pictogram GHS06.
