Following the exit of the United Kingdom from the European Union, the European implementation of the Globally Harmonised Standard (CLP) was maintained with some modifications, resulting in the GB CLP Regulation. However, the list of harmonised classifications in Annex VI of the CLP was not automatically retained in the GB CLP.
Although the UK is now a third country to the EU, the Health and Safety Executive (HSE) continues to monitor some of the activities of the European Chemicals Agency (ECHA) and the European Commission, particularly in relation to the EU's harmonised classification and labelling proposals. However, the UK is still able to respond to ECHA public consultations and the GB CLP Agency (HSE) may also submit comments, involving other UK departments and agencies when appropriate.
The GB MCL List: what's new?
The GB MCL List (Great Britain Mandatory Classification and Labelling List) provides information on the hazardous classification and labelling of chemicals in Great Britain (England, Scotland and Wales) and is legally binding. This list is amended annually to align with the latest scientific and technical developments.
On 15 February 2025, the HSE updated the GB MCL List, introducing new mandatory classification and labelling for 46 substances, as recommended by the GB CLP Agency and approved by ministers in January 2025. The update also includes the revision of some substances already on the list and the correction of reported errors, such as typos and editorial inaccuracies.
Among the new substances introduced are:
- acetone oxime (CAS 127-06-0)
- dibutyltin maleate (CAS 78-04-6)
- dibutyltin oxide (CAS 818-08-6)
Among the updated substances are:
- benzyl alcohol (CAS 100-51-6)
- resorcinol (CAS 108-46-3)
- formaldehyde (CAS 50-00-0)
The GB MCL List: when?
The entry into legal effect date is 15 February 2025, the final compliance date is 15 August 2026.
