What's new with ADR 2019?
UNECE - The United Nations Economic Commission for Europe - published the official ADR 2019 text, regulating road transport of hazardous goods. ADR 2019 came into force on January 1st 2019, and there is a transitional period ending on June 30th 2019.
The biggest news concerning transport information to be reported in SDS are the following:
- A change in terminology: the word "risk" is replaced with "danger". Therefore, in section 14 we will find "subsidiary dangers" instead of "subsidiary risks".
- It is now mandatory to choose the most appropriate designation when there are combined shipping names. An example is UN number 1263 “PAINT or PAINT RELATED MATERIAL”, where you will have to choose either "PAINT" or "PAINT RELATED MATERIAL".
- The list of hazardous goods (chapter 3.2) of ADR 2019 now includes 15 new UN numbers. Moreover, 51 entries that were already included have been changed.
- ADR criteria for classification of corrosive materials (classe 8) have been changed. According to ADR 2019, there are two possible approaches to this classification:
- use bridging principles or experimental data of the mixture;
- use a calculation based on ADR classification of the mixture's components.
Until now only the first approach was possible, and ADR 2019 introduced the second one. This new approach uses different criteria from the ones used in the CLP regulation concerning corrosion. This means that the CLP hazard classification of a product might be different from its ADR classification.
